Ed,

  Here's the latest version of the budget. I've taken my time on the
project down from 15% to 10%. Is there any way that you can lower your
request, to help squeeze Lena Lioubimtseva in onto this project (she
will be very useful in providing Europe/Siberia data layers)? We are
already at nearly $300,000, well over the $250,000 that NOAA specified;
how serious a problem is this?
