The full 1901-2002 files are apparently correct. This is comparatively good news as I suspect most people don't bother with the decadal files. As to what happened - I have no idea. When I found that the full files were OK I guessed that there was a 'decade maker' program, and that this was simply seeded with the wrong parameter names.
