date: 12 Oct 99 12:49:42 +0200 from: Hermann Ott subject: European Leadership Initiative to: "climate-l" Dear subscribers to climate-l, motivated by our research for a book on the Kyoto Protocol, Sebastian Oberthuer and I have made an attempt to envision some concrete proposals on how the EU - the only potential leader in the field - might proceed in order to breath new life into the FCCC and the post-Kyoto process. The support of the Heinrich-Boell-Foundation in Germany enabled us to publish a policy paper and to organise a few workshops with interested players. The first of these will take place in Washington DC on 14 October (contact Sascha Mueller-Kraenner, sascha.washington@boell.de), the second will take place in Bonn at COP 5, November 3 at 1 pm (please consult the FCCC website, http://www.unfccc.de, for the venue in the Hotel Maritim) and a third workshop will be held in Brussels at a date and venue still to be decided (contact Frieder Wolf-Buchert, Wolf@Boell.De). The policy paper entitled "Breaking the Impasse: Forging an EU Leadership Initiative on Climate Change" may be ordered from the Boell Foundation (contact Joerg Haas, Haas@BOELL.DE). From Thursday it will be possible to download the paper from the website of the Wuppertal Institute (http://www.wupperinst.org).
