date: Thu, 20 May 1999 14:24:17 -0400 from: Marijke Unger subject: draft TOR -Reply to: m.hulme@uea.ac.uk no, i haven't gotten back round to contracts yet. i'll get to it as soon as i can. >>> Mike Hulme 05/17/99 05:18pm >>> Adam, Here is my first go at a Terms of Reference for the work (ASCII below; RTF file attached). Phase I budget is as quoted earlier (i.e, £21,750). Any more than 15 countries will cost about £1,000/country extra, plus printing costs (roughly just over £2,000 per country excluding translation). Phase II budget will depend on precise number of brochures and especially translation requirements. We have native language climate scientists here in our group for most major language groups which will help keep costs down - Russia, Japan, German, Portugeuse, etc. My earlier quote for production costs (about £31,000; 1000 copies for each of 15 countries) did not allow for distribution costs nor translation costs. The Phase II budget will take a little longer to sort out. I hope we can agree the Phase I work and contract very quickly. The other urgent thing we need to know are your final list of preferred countries/regions. The person working full-time for me on this is called Nicola Sheard - you will no doubt interact with her later on. This should be fun!! Mike ___________________________ National/Regional Climate Change Scenario Brochures Draft work plan to WWF from the Climatic Research Unit Mike Hulme, 17 May 1999 Summary This document sets out the work plan and deliverables for a contract between UEA/CRU and WWF UK for the preparation and publication of a series of 15 (?) national/regional climate change scenario brochures, together with a global overview leaflet, by 11 October 1999, i.e., one week before COP5. These will be mailed direct to specified WWF offices around the world. The content of the brochures will be consistent with IPCC TAR science, will display a consistent house-style across all brochures, and will, where relevant, relate the climate scenario content to climate indicators that have a direct bearing on local/regional issues in biodiversity and nature conservation. The style of the brochures will be non-technical and be directed at the policy-advisor/public educator level. Specification Each brochure will be either 4 or 6 pages in length, in full colour and with the CRU and WWF logos displayed. Each brochure will follow a standard template and design style with a strong project identity visable for each country/region. The core information will be communicated through a series of colour graphs and maps (and maybe a photograph), with easy-to-read text providing the accompanying description. The core content of each brochure will contain: · some assessment of observed climate trends in each country/region; · some analysis of country/regionwide future climate change using a standard set of IPCC TAR consistent scenarios; · 1-2 indicators of climate change that are relevant for biodiversity/conservation issues in the country/region. The science will be consistent with the emerging IPCC Third Assessment Report and a range of IPCC models will be used to create the scenarios (for some countries/regions, e.g. Japan, Germany, Australia, national climate models may receive preference). The SRES forcings will be used. Some (how many?) of the brochures will be translated and printed in local languages. In addition to the 15 brochures, a two-sided global overview of climate change leaflet in English will also be prepared. 1000 copies will be published of each brochure. Responsibilities Responsibility for the science will lie solely with Dr M Hulme at CRU as the named PI; the content and linguistic style will be a shared responsibility between Dr Hulme and Adam Markham at WWF. Translation will be co-ordinated by CRU, but conducted in consultation with local WWF offices. The final English text of each brochure will be approved by Adam Markham and local language translation approved by the respective national WWF office where appropriate. Design, production and distribution will be contracted out to Russell Shorthose Ltd. in Norwich. Biodiversity/conservation-related climate indicators (e.g. timing of growing seasons, per cent of country above or below some climate threshold, etc.) are to be agreed in consultation with Adam Markham and local WWF offices where relevant. WCMC and relevant IPCC TAR WGII chapters and authors will also be consulted. WWF are to supply, if possible, the name and contact details of a nominated officer for each of the 15 countries/regions with who CRU are able to work. These individuals must be available for liaison at key dates within the period June-September 1999. Timetable The project should start as soon as possible. The Phase I contract should ideally be signed no later than 1 June 1999. A Phase II contract, to cover the production, translation and distribution costs, should follow by 15 July at latest. Production of the 15 brochures will follow a staggered timetable, aiming to produce brochures at intervals between 1 August and 11 October 1999. The precise scheduling and order of production to be agreed between CRU and WWF. Budget for Phase I Phase I budget is to cover CRU staff and research costs, consumables, travel and miscellaneous expenses. Phase II budget is to cover brochure design and printing costs, together with translation and distribution. Payment for Phase I on signing of contract. The contract will be issued by WWF UK, through whom payments will be made. Total budget for Phase I (assuming contract is with WWF-UK and therefore free of overheads) is £21,750. The PI in CRU will be Dr M Hulme. The nominated WWF officer is Adam Markham. Start date: 1 June 1999 End date: 31 October 1999
