date: Wed, 17 Apr 2002 13:53:52 +0100 from: Kanako Fukunaga subject: IPCC meeting (confidential??) to: m.hulme@uea.ac.uk Dear Mike, I am now in Geneva to attend the IPCC plenary meeting. I will briefly report the discussion as follows. ------------------ Japanese government changed their mind to support Pachauri, mainly because they don't want to support Watson, who US government doesn't support, and also they want Developing country to "meaningful participate" so that Pachauri is good person for that... basically looking at the negotiation at UNFCCCC. Before the planay (it means after the Bureau meeting), roughly speaking, US and Japan are only countries of industrialized countries to be against to the idea of chair of Watson. UK proposed the co-chairmanship, which has not been discussed yet. At this moment, informally Patchy is against to it. Formally (= at pleanary) Russia and Kenya are against to it. In the morning session, we discussed to have two kinds of comittiee, one is credential comittiee consisting of 6 memenbers from each UN regions and nomination comittiee consisting of 12, two from each UN regions. It is based on WMO rules. The latter is the place where election will be done indeed. The committiee will be chaired by Bob Bohlin(?) who was a chair for SAR. Now, there are 6 UN regional meetings being held by the delegation. They are selecting the representatives for the committiees. --------- In my view, if the chair is elected at such a small committiee, it is unlikely that Pachauri takes a role. The way to divide regions at UN rule is disadvandage for him. UK proposal is possible. As regards to the TSU of WG2, I didn't talk to David Warrirow, but did to Dave Griggs, who is the head of TSU. He said he hoped with it, and he had already talked with David about it. By the way, I have chatted with Bert Metz, who is WG3 co chair, whom I like very much. He is really interested in having something like collaboration with Tyndall Centre and kindly offerred my short visit to RIVM. They are also starting integrated assessment. Could I continue this activity? Anyway, I will write again later. I don't know whom I should send it to. Please forward if you think someone proper, though I don't want it to be sent everybody... Regards, kana
