This is because the coverage of the ocean by the tide gauges is so poor that we judge that we cannot get anything more from them than an estimate of the 20th century average rate (1.0-2.0 mm/yr in the TAR), not a timeseries. Sorry about that. Phil Woodworth is the expert on tide gauge records, which can be obtained from Proudman Lab. For long records one does need to correct for local land movements, of course.
