You also mentioned when we spoke that Yuri Izrael said there will now be no media presence at the workshop itself, meaning that the event will effectively be a closed one. The obvious danger, reiterated to me by one or two other copy addressees during the day, is of Yuri Izrael as chairman and organiser manipulating the show such that - whatever the content of the event itself - the closing summary and Press Conference will be spun in ways that will be unhelpful to the point of making the whole event counter-productive. One suggestion, which seems sensible, is that we (you/Deborah!) should hold out for SDK to be given time at the end of the workshop to give a summary of key points from his perspective. Generally, the feeling is that given SDK's seniority we should be bullish in pressing for arrangements that will achieve a balanced interaction of views and avoid orchestrated spinning of outcomes. This is Tino's area and he will have views, but in terms of the joint Press Conference - assuming we agree that this should proceed - it would seem important to make sure that this is chaired appropriately with balanced opportunities for SDK and any other participants on the UK side to give their views. If we can't ensure this then maybe better not to agree to proceed with it. I understand that I pass these points on sitting safely in London and that yourself and Deborah need to make judgements on the approach most likely to achieve the best outcome "on the ground". Here are main outcomes: 1. The working title of the event is 'Climate Change, Impacts and Kyoto Protocol'. 2. All UK speakers will get an opportunity to make their presentations. 3. Osipov will open the event (10-15 mins). SDK has the choice between a welcoming speech and a presentation. 4. They are in the process of confirming which officials will be present at the event (likely to be Illarionov, though Izrael did not say it openly). 5. Then come the scientific part with Sir John Houghton's presentation, followed by Izrael's presentation. The rest of the Russian speakers are still to be confirmed, but he said he was trying to invite leading scientists, such as Ac. Kondratyev from St Petersburg. 6. Subjects to cover will be the same as originally planned under the UK-Russia workshop - climate science, impact, economic aspect etc. 7. There will be no presentations purely on KP, but reference to it will be made in presentations themselves. 8. Their report for Putin will be referred to at the event. They will provide the Russian and the English version of it. Reference should be made to the text translated by them, not the one we sent around earlier. As they do not have it translated I offered our translation for their ammendments. 9. THey plan a press-conference at the end of the event. We can send names of journalists we would like to be there. Nature have already been in touch with him and got invited. 10. As they do not have a programme yet, they will be sending a brief letter to SDK this afternoon, confirming some of the above.
