Phil (and Keith, when you're back),

here's what I've produced, taking Phil's document and adding some 
extra detail here and there, plus some points at the end about three 
negative impacts that disclosure would have.

What do you think?  Anyway points that shouldn't be made?  Anyway 
that have been missed out?

I'll now look through my stuff and find some examples of the material 
that didn't get deleted at the time, as requested by Dave Palmer.
